Lawmakers in South Sudan voted Tuesday to extend the term of President Salva Kiir by three years, a move the government had said was necessary for stability amid a rebellion led by a former deputy president, Riek Machar. The measure also extends the tenure of the legislature. But opposition lawmakers criticized the measure, saying it was meant to keep Mr. Kiir firmly in power.
