Ms Smith's great-grandparent's, who were laying flowers among the dozens of tributes at the scene earlier, said she would have been "too frightened to jump" from the building.
"The baby would have been very, very hurt and she would have never forgiven herself. It's a sad thing," said Jean Smith.
Trevor Smith said he was "devastated".
"We're going to sadly miss them. There are questions we want to ask but we can't. Some got out [of the fire] and not the rest - we want to know what's really gone off," he said.
