The man is described as black, 6ft 3ins (1.9m) and wearing a black coat. He was last seen on Deansgate at about 15:00. A man, aged 28, has been arrested on suspicion of child neglect. Police said the child is safe and well.
Police are treating the incident as suspicious and appealed for information to find him. Det Insp Liam Boden said: "We will be questioning him in relation to the incident as we try to establish the full circumstances."
Sgt David Henshall said: "This is extremely unusual and at this time we are trying to establish the full circumstances of the situation, but most importantly check on the welfare of the child."
