Emergency services were alerted 12 hours after relatives last had contact with Mr Hughes, who was known as 'Bychan' and from Conwy.
A life raft belonging to Mr Hughes's boat was found near Penmaenrhos on Wednesday and the search continued for several hours the next day.
However, his boat - a 24ft (7.3m) fishing vessel - has not been found.
The search was called off on Thursday.
North Wales Police confirmed on Monday that the body discovered at Kinmel Bay has now been formally identified as Mr Hughes.
