Ms James was first elected as the MP for Swansea East in 2005.
She stood down before the general election in May 2015 to concentrate on campaigning outside of parliament.
Speaking at the time, she said: "I feel it is time for me to pursue other opportunities and other campaign interests in Wales and especially in social justice issues."
