This is the second inquest into the death - the first in 2014 lasted less than eight minutes and concluded the cause of Poppi's death was "unascertained". Beginning his conclusion, he said the purpose of the inquest was to "ascertain who the deceased was and how they came about their death".
No-one has been prosecuted in connection with Poppi's death. Referring to the earlier family court hearings, he added: "I'm not bound by the findings of Judge Peter Jackson and have considered matters entirely afresh."
Mr Roberts also said he had agreed for Mr Worthington to have a "live link" for the rest of the hearing so he could hear what was being said, having concluded giving his evidence.
