Manley's arrested followed an investigation which began in Poland.
Det Insp Sean Dawson, of Derbyshire Police's Public Protection Unit, said: "Once the case was referred to us from CEOPs, we carried out a detailed and thorough investigation, which resulted in a warrant being executed at Manley's home address.
"He was arrested and several computers and data storage devices were seized.
"Our Hi-Tech Crime Unit spent a significant number of hours examining Manley's computer, going through thousands of disturbing images to ensure he was brought to justice."
