Foyle SDLP MLA Pat Ramsey said there is no place for "kangaroo courts or vigilante justice" in the city.
"The people of Derry don't want vigilantes carrying out punishment attacks but instead want law and order and due process through the courts.
"There is no evidence that the people who were shot were guilty of any crime and we must put our faith in the law of the land, not the law of the jungle," Mr Ramsey said.
"Over the past 12 months there has been an increase in the amount of attacks by paramilitary groups.
"These are wrong, unjust and unfair and I call on those responsible to stop immediately," he added.
