What we do know for certain is that everybody here has been left stunned by this double tragedy.
I've been speaking to joggers and walkers this morning, and some surfers out in the water here already and they simply cannot believe it.
This is such a benign setting, a beautiful sandy beach, safe waters normally for children to play in, it attracts families from all over the country.
I spoke to a person from Stoke-on-Trent, a person from south London just this morning as the beach starts to gather people to it again and they can't believe it.
Some of them saw the incident yesterday, they saw the helicopter activity and the ambulance activity but they say something like this just does not happen in a beautiful place like this.
It was crowded with people here on their half-term holidays and they said they saw the incident unfolding but they did not get a sense of tragedy until that police statement was put out.
