Forth Coastguard said it assisted with evacuations from houses in Stonehaven, Aberdeenshire, where two rivers burst their banks, and in St Andrews, Fife. The centre of Stonehaven, in Aberdeenshire, is under water and trains between Edinburgh and Aberdeen were cancelled.
First ScotRail cancelled services between Edinburgh and Aberdeen. A major rescue operation was under way in the Aberdeenshire village of Huntly.
Roads have been closed in Angus, Grampian, Tayside and Fife. There are three severe flood warnings for parts of the River Isla and River Spey. About 100 people - many elderly and vulnerable from a local care home - have been taken to safety by rescuers after a river burst its banks.
One covers the Isla from Ruthven to the River Tay, and the others the Spey from downstream of Grantown to Spey Bay in Moray. Roads have been closed across the Grampian and Tayside regions. There are three severe flood warnings for parts of the River Isla and River Spey.
In Stonehaven, Aberdeenshire, emergency services warned residents to move to the upper floors of their properties. The centre of the town is said to be under water. Arbroath in Angus was left virtually cut off, with all the main routes in and out - including the railway line - impassable.

There are reports of properties flooded in Arbroath, Brechin, Carnoustie, Kirriemuir and Montrose. In Stonehaven town centre, desperate residents filled pillow cases with sand from the beach to try to protect buildings, after the rivers Cowie and Carron burst their banks.
Some streets in the town were eventually evacuated.
Aberdeen saw about 39mm (1.5in) of rain in the 12 hours from 0600 GMT to 1800 GMT on Sunday and about 32mm fell in the Edinburgh area.

The situation has caused big problems on the roads.
The A90 at Laurencekirk and the A92 coastal road were closed.
Drivers were forced to abandon their cars outside Arbroath.
A vehicle in Montrose was swept away and Tayside Police reported many drivers were trapped in their cars in deep water.

    In Fife all roads are now open again although the police say they are monitoring the situation.
    The following rail lines are closed due to flooding.
    Inverness to Aberdeen, although there are trains running between Aberdeen and Elgin.
    Services between Aberdeen and Dundee are suspended.
