In Glasgow, the Clydeside Expressway is closed westbound - leaving the city - at Finnieston due to an accident about 07:15.
This is causing congestion on Argyle Street and Charing Cross.
In Aberdeenshire, the council warned that there had been some changes to school transport because of the weather, with some school buses not running.
BBC Scotland weather forecaster Stav Danaos said: "For the bulk of the country it will be a dry and frosty start with a high risk of ice across many areas with warnings in place.
"It will be bright with plenty of sunshine for much of the morning across eastern and central areas but more in the way of cloud will affect western parts with further wintry showers along western coasts, particularly for Argyll, the Highlands and Dumfries & Galloway.
"Feeling cold again in brisk NW winds with highs of 3/4C for much of the mainland."
He said the afternoon would bring thicker cloud and rain with hill snow pushing into western areas.
"Tonight, rain and hill snow will continue to advance across the country with some snow down to lower levels across East central areas (Grampians), the Northeast and Caithness for a time.
"Winds will pick up to reach gale force during the middle part of the night and it will be cold with lows down to -3C in the north and east (risk of ice) a touch milder in the west with lows here of 2C."
