The holdall was discovered by member of the Foyle Search and Rescue team during a routine foot patrol in the area.
The chairman of Foyle Search and Rescue, Craig Smyth, said his staff member found the bag near a fence at the back of the council officers.
He said she raised the alarm after she opened the holdall and saw what appeared to be a pipe-shaped object inside.
Police advised a number of residents to stay at the rear of their houses while the object is examined.
