They believe shots were exchanged between a man stood by a Polo car close to Tarplett House and another man who stood at the top of steps leading to a field called Bridge Meadows, not far from Tarplett House. Det Ch Insp Tony Boughton said Miss Pniewska was "an innocent woman caught in the crossfire".
A Scotland Yard spokesman said: "At this early stage we believe the victim was caught up in the crossfire. He believed shots were exchanged between a man in a parked red Volkswagen Polo and another man standing at the top of some nearby steps.
"Inquiries into the circumstances surrounding the shooting are ongoing." He said: "Miss Pniewska was making her way home and this would have been a normal route across the car park, up the steps and home.
A cordon has been placed around the area where the shooting took place and residents living within the cordon are not being allowed back into their flats yet. "She had finished work and had got caught up in the crossfire."
Mr Boughton said the red Volkswagen Polo was later found abandoned about one-and-a-half miles from the scene.
He had no details of its condition, but said it was undergoing forensic tests.
