Four dogs were also found shot dead at the scene off Crooksbury Road, Runfold; three German shepherds and a Labrador. Officers found the older woman's body inside Keepers Cottage Stud in Waverley Lane. The younger woman's body was found outside near animal pens.
The arrested man was named locally as John Lowe. Police said the women were not related to him but knew him. The arrested man has been named locally as John Lowe.
Ch Insp Mark Preston said he could confirm that all the parties knew each other, but he could not say more about the relationships between the three. Officers were unable to resuscitate the two women.
A firearm was found in a secluded house with a quarter-mile driveway. They also found four dogs which had been shot dead - three German shepherds and a Labrador.
The women are yet to be formally identified. Ch Insp Mark Preston said one long-barrelled weapon was found at the house.
Det Ch Insp Mark Preston said: "It is extremely sad that two people have lost their lives and police family liaison officers are working to support their relatives and friends at this very difficult time. The secluded property is surrounded by dense woodland and has a quarter-mile driveway lined with signs to say 24-hour CCTV surveillance is in operation.
"We are conducting a full and thorough investigation into the circumstances surrounding these two deaths. The woman have not been formally identified.
"However, at this time, we believe this is an isolated incident and there is no further risk to the wider community. Police said they were not related to the arrested man, but both of them knew him. Neither of them lived at the property.
"Officers remain at the scene conducting inquiries and will be on site for some time." Ch Insp Mark Preston could not confirm who initially alerted police, but he said the arrested man was uninjured and remained calm when officers went to the house.
Post-mortem examinations are due to take place to establish the cause of the women's deaths. No-one else was at the property at the time of the shooting, Ch Insp Preston said.
Officers said they were not looking for anyone else in connection with the incident. Ch Insp Preston said he could not comment on whether the gun was legally owned.
He confirmed police had had dealings with the arrested man in the past and said the matter had been referred to the Independent Police Complaints Commission (IPCC).
He did not believe there were any active investigations in relation to the suspect at the time of the shootings.
An IPCC spokesman said they were aware of the incident and would be making a decision about whether they would investigate the matter.
Post-mortem examinations had begun and police inquiries were likely to continue at the property until the end of the week, Ch Insp Preston said.
He said officers would be asking magistrates to extend the custody time limit to question the man further.
Dogs, cats and horses were to be removed from the property, the RSPCA said.
In 2004, Mr Lowe was investigated by the BBC's Inside Out programme, which claimed that he was breeding scores of dogs and selling puppies in poor condition.
