The Cornwall Air Ambulance said "two patients had been injured by a large piece of metal".
One patient was airlifted to Derriford Hospital, Plymouth, and the other casualty was taken to Royal Cornwall Hospital in Truro by land ambulance, the helicopter operator said.
In a statement, Peter Child, managing director at A&P Falmouth, the company which runs the docks, said: "Just after 10am today an incident occurred in the steel stock area at A&P Falmouth, where part of a steel rack collapsed.
