Norfolk Police said the driver put the child in the car and drove towards the hospital before flagging down an ambulance in Norwich Road. The boy's father is understood to have got him from underneath the vehicle and drove towards the hospital before flagging down an ambulance.
The child was then airlifted to hospital.

The ambulance service alerted the police, which closed off areas in both roads while inquiries were carried out. Neighbour and family friend Faye Hardman said: "She is devastated, she is blaming herself, she just said that she loves him, that he was mummy's little soldier. She is just so sorry.
Police have appealed for anybody who saw what happened to come forward. "It was such an awful, tragic accident. He was such a beautiful boy, full of smiles and chatty. He was perfect."
