Labor’s Tanya Plibersek asks about an individual’s case of losing his penalty rates.
Shane Townsend is a full-time security guard who works the night shift to earn $24,000 a year in penalty rates. Shane’s mother is on anaged pension and his brother is on a disability pension and both give live with Shane. Without penalty rates, Shane says, “they would be out on the street.’ Given the PM’s previous answer, can the PM confirm that any changes to penalty rate also only happen if Shane volunteers to have his pay cut?
Turnbull raises the case of Bill Shorten who negotiated a package deal the penalty rates for workers at Cleanevent. (This was the case examined at the Trade Union Royal Commission.)
I have no doubt that the honourable the leader of the opposition in his capacity as the union leader did so because he thought the package was an overall better deal.

Greens MP Adam Bandt asks Malcolm Turnbull whether he will release children from detention following the Childrens Hospital intervention.
The honourable member said nobody wants people to die at sea. And I accept that the honourable member doesn’t. But the simple fact, the melancholy truth, the policies that he and his party have supported and still support have been to have that consequence. There is no doubt about that. This is not a question of theory. This is a question of fact. There was an experiment undertaken under the Labor government, Mr Rudd himself regretted it. And sought to change it.
Turnbull says under Labor the numbers of children in detention peaked at 2000 and now it is at 100 in Australia and “somewhat less in Nauru”. He says if people require medical assistance, they will receive it in Australia or Nauru.
We recognise that our border protection policy is tough. We recognise many would see it as harsh. But it has been proven to be the only way to stop those deaths at sea and to ensure that our sovereignty and our borders are safe. Now this is not a theoretical exercise and I have to say to the honourable member he should reflect very seriously on his own party’s conscience on this vital matter.

Labor to Turnbull: Last week, when interviewed on radio about cutting penalty rates, the PM said the workers would have to be persuaded that, “in net terms they are better off.’ Can the PM please explain how cutting the penalty rates of working Australians would leave them better off?
Turnbull says the Productivity Commission is currently examining penalties. He says some larger companies have already negotiated changes to penalties as part of workers conditions - and that sort of flexibility is required.
Any proposals or recommendations from the final report of the Productivity Commission review will be considered afrmd and if we adopt them we will take them aspart of our policy platform to the next election.

Turnbull heaps high praise on Andrew Robb for signing the TPP, which involves 12 countries in a trade preference deal. Turnbull says there will be no change to biologics medicine, in spite of considerable pressure (from the US).
In the course of those negotiations which naturally were very tough, there was significant pressure on the Australian government and its representative, the minister for trade, to change our laws on the protection of intellectual property for new medicines known as biologics. Now, we held firm, we took the view that our laws were adequate as they are. And we struck the right balance between protecting the intellectual property of those investing in research and the development of new drugs. As a result, there will be no changes to our rules and regulations in this area under the TPP. No impact on the cost or availability of medicines under the Pharmaceutical Benefits Scheme.
