She was due to undergo surgery on Thursday and is "lucky to be alive", South Yorkshire Police said. Mr Sumner will appear at Sheffield Magistrates' Court later.
The PC also suffered a fractured skull and a broken leg and remains in hospital.
Four other officers were injured during the arrest, which began at a flat but finished in a nearby Co-op store where Mr Sumner was subdued by officers using batons and a Taser.
South Yorkshire Police said Mr Sumner is also charged with six counts of assault by beating, two counts of making threats to kill, affray, threatening a person with a blade in a public place and production of cannabis
