The road has been shut southbound between the two junctions on the Gloucestershire-Worcestershire border. Two men from Gloucester - the driver, 24, and passenger, 23, of a Mercedes car - died in the second crash.
A diversion is in place to exit the M5 at Junction 8 via the M50. Motorists have been advised to avoid the area. Two other 23-year-old men, who were passengers in the car, remain critically ill in hospital.
'Seriously injured' The carriageway was shut for 11 hours between the two junctions.
