Lothian and Borders Police said that two men, aged 34 and 23, would appear at Linlithgow Sheriff Court. A Crown Office spokesman said the man was due to appear at Linlithgow Sheriff Court later.
A second man held over the incident has been released, the spokesman confirmed.
Both men, aged 23 and 34, had earlier been charged by Lothian and Borders Police.
