The incident began shortly after 10 p.m., as officers were staking out a home in the 7500 block of Tralee Woods Court, intending to serve an arrest warrant for reckless discharge of a firearm, police said. Officers saw three men enter the house, none of which was the wanted man, Rashad James. Police said the driver of the first vehicle refused police commands to get out of his car. After an hour of negotiations, the man was pepper-sprayed but still did not exit the car. Finally, after officers approached the car behind a ballistic shield, the man exited the vehicle, police said.
