Paul Waugh, in HREF="http://waugh.standard.co.uk/" STYLE="LINK_Inline">his blog for the London Evening Standard reports on an interesting idea by Kit Malthouse, deputy to Conservative Mayor Boris Johnson. Mr Malthouse has suggested a novel revenue-raising strategy for government - "lump everything together, phase out all taxes and just charge higher VAT". Paul Waugh says VAT would have to rise to 120% if that was the case. "Kit Malthouse is, as Sir Humphrey would say, very brave," he adds.
