"Governments can't and don't know how to run everything to best advantage," Mr Hague says. "Most people want a good school in the state system," but that school doesn't have to be run by the state. He adds: "Having faith in people may be a revolutionary idea, but that's the idea that's central to the Conservative manifesto."
